[Need Help Water cooling issues]

My buddy has a full blown water cooling setup.  And for some reason the fluid is not cycle thought the lines all the way.  Already checked for blocks or clinks in the line and all is clear. And the is a good seat on the cpu and gpu.  Any idea what can be causing these issue.  Any help would be good.
