GTR2 10TH ANNIVERSARY PATCH

- updated legal screen to v1.1.10.0
- updated GTR2 HQ RAIN to v13.0 : reduced windscreen raindrops and increased external rain (thanks to Shovas and Bjarne for advices)
- updated HQ Tracks : updated CAM files again for a bit more FPS
- updated HQ Cars : reduced front splitter & increased rear wing a bit for better ffb (thanks to Michel for advices), increased driver seat position range for various fov settings : with default values you cannot put your seat back and your nose is stuck on windshield, so now you can use seat UP/DOWN/FORWARD/BACKWARD to fine adjust your point of view
- updated GTR2 HQ SPARCO SUITS 2018 to v1.3 : reworked textures a bit and changed few colors combos
- updated HQ FOV DEFVIEWS to v9.0 : reworked views and added new FOV versions (thanks to Bjarne)
- added new stuff in [OPTIONS] folder : m-[GTR2 weather generators], n-[SKIN TOOLS], and o-[HQ FOV DEFVIEWS v9_0]
